July 7, 2004—Board Meeting Minutes
*Note – there was no meeting in June, and there will be no meeting in August.
Called to order at 7:39pm. Last meeting’s minutes were approved.
New Business
(1) Excessively loud
car stereos – complaints have been received by the board. Please be courteous to your neighbors by
keeping the volume low. Remember – many
homeowners either work night shifts (and are sleeping during the day) or have
small children that take naps during the day.
Also please remind your young drivers.
(2) Vandalism to mailbox on Stoney Creek Drive – please call any board member if you have information about this incident so we can assist local law enforcement in their investigation.
(3) Neighborhood Flower/Plant tour –From Snows Garden Center (295-2159) scheduled for July 17 has been canceled due to lack of interest.
(4) Snow’s Nursery is hosting a yard sale this Saturday, July 10th. Free space is available. Contact Snow’s for information.
(5) Shade tree reimbursement – the board is no longer reimbursing homeowners $10 for shade trees. This was only a temporary offer.
(6) Copies of the Minutes to Rental Owners – the by laws require that copies of the minutes be mailed to the current owners of rental properties in our neighborhood (out of 210 total properties in MCS currently 9 are rented).
Grounds and Maintenance:
(1) Signs–. Please remember the covenants, “No sign of any kind shall be displayed to the public view on or from any lot or the common area”. Homeowners who are selling should continue to post flyers in small dispensers on their mailboxes as is currently done.
(2) Grates for Pond Overflow – it is estimated that it will cost around $4000 for beaver guards to be installed on the pond’s overflow inlet and outlet. This will hopefully eliminate the drainage problems, protect the dam, and allow us to co-exist with future beavers. The board approved the expenditure of these funds.
(3) Pond Clean-Up Effort – Don Lepsch (President) volunteered to investigate the cost of cleaning up the pond (algae, seaweed, the grounds immediately surrounding the pond, etc.) Any homeowner interested in assisting in this effort please contact Don.
(4) Digital Homeowner’s Manual - the board approved the expenditure of $150 to create a digital copy (CD) of the covenants. This will allow the manual to be distributed in either hardcopy (paper) or digital format.
(5) Avon Park Sewer Easement - the new development (Avon Park) scheduled to be built immediately south of MCS has asked for a sewer easement which will run next to 1766 Stoney Creek Drive. The board voted to submit a copy of this easement contract to a lawyer for review.

1. Architectural Review – the last ARC meeting was on June 9.
