Tuesday July 22, 2003 --Board Meeting Minutes
Called to order at 7:40 p.m. The minutes from the June 24th meeting were approved with the correction that the treasurer’s May financial report was not printed on the back of the minutes as stated. The May financial report is now available for review on the website.
Treasurer’s Report: Printed on back of the minutes. Income from the purchase of six disclosure packets and the collection of six dues payments was reported. Efforts continue to collect all outstanding dues. Expenses related to two lawn cuttings were also reported.
Homeowner’s Comments: The board agreed with a renter’s inquiry about parking on the street pending the landlord’s paving of the home’s dangerous driveway. Dell Erwin (245-5891) has inquired about driveway paving and has offered to serve as the contact person for any other homeowners interested in attempting to get a “group rate discount.” Several homeowners expressed concern over the extensive felling of trees performed by the builder on Lot 92. Sally Mank confirmed that the ARC approval required the builder to “save mature trees.” Review of the Lot reveals that this requirement was not met and in response the Board is sending a letter to builder requiring the planting of two shade trees in the front of the property.
Committee Reports:
Architectural Review
The Board was presented with revised Architectural Review Guidelines incorporating suggestions stemming from the Board’s review of the original draft at the May 27, 2003 meeting. Pending a few minor changes, the Board approved the newly revised version. These new guidelines and updated application form can be found on the website or a hard copy can be obtained at 1556 Stoney Creek Drive. Once again, a sincere thank you to Mary Barker, Marilyn Berard, Sally Mank and Steve Nelson for their tireless efforts on this project.
One application was approved for a shed to be built. The search continues for a commercially available mailbox alternative.
Grounds and Maintenance:
ACSA informed Joe Gottlieb that their contractor had cleared the felled saplings and shrubbery from the common area sewer easements. However, the Board noted a good portion of such areas that were not cleared and determined that the County must be notified of this issue and requested to return for further debris removal.
VDOT's area superintendent reviewed locations throughout MCS where drainage deficiencies exist. VDOT will consider this matter and get back to us as to when they could schedule any appropriate corrective work, including pending roadway repairs.
To help with drainage and to minimize mosquitoes, homeowners are encouraged to continue clearing culverts on their property. To improve drainage in the ditches where weeds and grass have grown, homeowners are asked to use a shovel and make slots a few inches wide in the ground.
Many thanks to Joe Gottlieb, Dell and John Erwin, and Mark Sanford for their hard work weeding/pruning the area around our newly painted entrance sign. Dell Erwin has graciously volunteered to perform weed control and plant and maintain colorful flowers by the entrance sign. The board welcomed this improvement and authorized expenditures of up to $100/year in support of this project.
A big thanks to the dog owners who are using the dogipots - it has made a drastic difference! ALL dogowners are reminded to use the dogipots on a regular basis.
Social
National Night Out will be held Tuesday, August 5th in the Whispering Oaks cul-de-sac. Look for a flyer with more info on this evening of neighborhood safety, socializing, and refreshments. See you there!!!
Thanks to David Cooper for installing one of the pond trail signs. Another sign still needs to be installed and additional work done on the trail. Those interested please contact David.

Old Business:
Attempts to establish a community-wide trash collection provider have not been successful, as no response was received from the three waste management companies contacted.
The Board decided to go ahead and try to develop a MCS neighbors handbook for all homeowners. Please look for the form in your mailbox or go to the website to fill out your information.
It was confirmed that a second Board member is being authorized to sign checks in the event the Treasurer is unavailable.
Reminders:
A reminder that signs of any kind (ex. For Sale or Contractor) are not permitted in homeowner’s yards.
