May 8, 2005—Board Meeting Minutes

 

The last official meeting minutes (Annual meeting – March 15, 2005) were approved with corrected spelling for Jenny Commins.

                              Meeting came to order at 7:35PM and ended at 8:25PM

New Business

(1) New officers were elected (see below).  We are still looking for one more at-large member.  Please consider joining the board and getting involved in your community.

(2) Delinquent homeowners dues – all delinquent homeowners have received 2 notices for late dues. 

- 10 homeowners have outstanding dues from 2005.  Homeowner’s dues are NOT optional – please pay ASAP.  Annual dues are $78 and can be paid to the treasurer at 325 Star Crest Drive.  Please make checks out to MCSHA.  The board voted to place the names of the homeowners with delinquent dues in next minutes if they have not been paid.

- One homeowner is delinquent from 2004 and the board voted to go to small claims court for collection.

(3) Currently, the board spends $450 per cut for grass mowing in common areas.  The board voted to cease grass cutting on most of the slope behind the guardrail at the intersection of Stoney Creek and Arrow Wood.  This is a non-visible area with a very steep slope.

(4) The pond improvement project (trail construction) was a great success.  Please enjoy the new trail around the west side of the pond, and please thank your neighbors (Karla Berger, Joe Cantu and family, Nadine and Holly Urban, Farrell Vangelopoulos and family, Don and Priscilla Lepsch, and Mark and Nicole Lepsch and family) for their work.  Another pond improvement day will be scheduled for the fall.

(5) The annual MCSHA yard sale was Saturday, May 7th.  The board provided advertising in the Daily Progress and signs at the entrance.

(6) Road issue #1 - Karla Berger has been working with VDOT to improve our roads.  VDOT has offered a temporary solution with tar and gravel this year.  Reference Karla’s letter attached.  This is scheduled for sometime this spring.

(7) Road issue #2 – Sinkhole on Shady Grove Road, near 1666.  Karla will investigate this issue.

 

Old Business

(1) The board continues to receive complaints about dogs barking.  The board has decided on the following policy:

We encourage homeowners to speak directly to their offending neighbors first.  If the problem is not resolved, we encourage all homeowners in the immediate vicinity to write an official letter to the offending neighbor.  If the problem still is not resolved, we recommend contacting the county police for assistance.

(2) Breeden’s Eden – the 1000+ acres (owned by David and Elizabeth Breeden and relatives in trust) immediately bordering MCS to our East & South is currently being sold.  Karla Berger is leading the effort to work with the New Owner & Albemarle County to try to acquire or increase a buffer immediately to our East & South.  Jenny Commins is working on obtaining 501C3 (non-profit organization) status to facilitate MCSHA accepting land donations for a buffer.

1.  Architectural Review (Chairperson – Sally Mank)

·          The board voted to approve clear-vue front doors as an alternative to the traditional solid panel doors.

·          Reminder - Please call Miss Utility 1-800-552-7011 if you are doing any digging in your yard.

·          Sally would like to retire as the ARC chairperson.  We are looking for a volunteer to take over this job.

3.  Social (Chairperson – Jenny Commins)

·          Reminder to all new residents – the city market is every Saturday near the downtown mall.  Stop by to browse for produce and to visit MCS’s own “Tea Lady” – Sue Cantu.

5.  Treasury (Chairperson – Farrell Vangelopoulos)

·          The money for the Avon Park Development ($16,000) sewer easement was received.  See Treasurers report.

6.  Pond (Chairperson – Mark Lepsch)

·          Six more grass eating carp will be placed in the pond to reduce the grass growth.  Total cost <$100.
