May 4, 2004—Board Meeting Minutes
Called to order at 7:40pm. Last meeting’s minutes were approved after
two changes: (1) Under Treasurer’s
report - the name from Daniel Cooper was changed to Daniel Greene. (2) Under attendees - Joe Gottlieb was
present at the meeting.
Plant Identification Tour in MCS: Coming soon to our
neighborhood…Flyer will be distributed soon.
Grounds and Maintenance:
We need a
volunteer to replace Joe(Grounds and
Maintenance),
PLEASE, or we will have to hire
a company $$$$(annual dues will rise).
(1) Tree Removal - there is letter
outstanding soliciting bids to 4 contractors, bids are due May 7th.
(2) Beaver Removal – the beavers
continue to obstruct the overflow from the pond, thus endangering the structure
of the dam. The USDA (U.S. Dept. of
Agriculture) representative was the lowest bid - $700. Motion passed for removal.
(3) Grass mowing in common areas –
operations resumed, rates increased slightly from last year.
(4) Roads – we continue to ask
VDOT to repair cracks and potholes in our streets, we are also asking them to
sweep away the remaining sand and gravel from the winter.
Treasurer’s Report: Printed on back of the minutes. We will change to BB&T bank within the
next couple of months.
Social Report: The yard sale was a success. Another yard sale may be planned for the
fall, along with other events.
Homeowners’ Covenants on CD:
Currently when a homeowner sells
their property they are required to provide a copy of the covenants to the
purchaser. This costs $25. A motion was made to place the accords on CD
and provide a signature page, thus dramatically reducing the cost. The motion passed. Don Lepsch will work on this issue.
Fishing in the Pond:
A proposal was made to stock the
pond with fish. This could reduce the
mosquito population, reduce the algae burden, and provide a fun place for young
kids (and old kids) in the neighborhood to fish. This motion will be discussed further at the next meeting.
New Development Adjacent to MCS – Southern Border:
16 houses + 43 townhomes
– there is an Albemarle County planning commission meeting on May 25th (6PM
Rm 241 in County Office Building…call 296 5823 for item time) to discuss
rezoning (from R1 to R6) to allow this development to progress. Sally Mank and Nini Almy will attend –
thanks to both for their hard work in trying to protect the boundaries of our
community and the traffic pattern on Avon street. As a reminder, this development will be located on the land
immediately adjacent to the common area behind the houses on the left hand side
of Stoney Creek Drive as you enter MCS.

Land Adjacent to MCS – Western Border:
The land that borders MCS to the
west (~1000 acres) is currently zoned as a Rural Area and owned by the Forest
Lodge Land Trust. Evidently this land
was formerly owned by an individual who was dedicated to preserving rural
areas, but has been passed on. While
there are no known plans on record for developing this property, the land is
currently being surveyed. This property
runs behind Stoney Creek and Hidden Ridge Roads. The hiking trails that many of us enjoy behind these roads are
NOT owned by MCS - most of them owned by the Forest Lodge Land Trust. MCS resident Mark Haefele has been kind
enough to investigate this issue, and to see if we have options for preserving
these trails and preventing development.
Proposals discussed were: (1)
asking the Land Trust to donate some land to increase the MCS common area, and
(2) Consulting the Nature Conservancy program.
Thanks very much to Mark for his hard work on this issue.
