Tuesday, April 22, 2003 - Board Meeting Minutes
Called to order at 7:35 PM. The minutes from the March 25 meeting were approved.
Treasurer's Report:
Printed on the back of the minutes.
Customary expenses (Elec/Maint/Office/Fees/Dues/Taxes) were paid in March. As mentioned in last month’s minutes, $4,134 of homeowner dues and $50 in disclosure packet fees were deposited in March.
As of the meeting, checks for five disclosure packets had been received in April and dues remained outstanding on eighteen lots. Letters will be sent to those delinquent homeowners.
Homeowner Comments: A homeowner expressed concern that the new house being built on Stoney Creek is not in character with traditional Mill Creek South homes. The Board confirmed that the ARC had approved the plans and the home is being built with siding, trim and exterior paint color consistent with ARC guidelines.
Committee Reports:
1. Architectural Review-
Three applications were received this month. The ARC approved an exterior color change and is reviewing an application for an addition as well as planned new home construction on Lot 92.
Sally Mank has been named chairman of the ARC and will provide the Board with committee reports.
As mentioned in last month’s minutes, the ARC is currently in the process of revising the Architectural Review Guidelines and plans to present revised guidelines at next month’s Board meeting.
The Board agreed that a sign showing the builder’s name and phone # should be permitted during the construction phase of new homes in the event the builder needs to be contacted.
2. Grounds and Maintenance-
Chandler Tree Care performed tree felling approved at last month’s meeting with one additional tree remaining to be dropped. Six subsequent homeowner requests to fell dead trees in common areas abutting their lots were approved. Chandler Tree Care will be contracted to perform this work as well.
First common area grass cutting of the season was performed on 4/21/03.
Sign repair and painting are scheduled to begin shortly, subject to weather conditions.
As requested, VDOT removed sand accumulations from our roadways. However, asphalt repair work along deteriorated roadside edges has been deferred for a short time by VDOT due to other priorities.
ACSA expects to have saplings that have recently been cut down but have not yet been removed from common area sewer easements cleared no later than May 31st.
Catherine Reynolds has joined the Grounds Committee.
A reminder that it is the responsibility of each homeowner to clear the culverts on their property of any leaves or debris that may disrupt proper drainage and result in flooding and mosquito proliferation.
When walking in the street please face traffic for safety.
3. Social –
SATURDAY, MAY 3rd is the date for MCSHA community yard sale - 9 to 12 AM – An ad will be placed in the Daily Progress for this event. Participants are asked to put a balloon on their mailbox.

An amendment to the bylaws was approved allowing the Board to fill a vacancy in the Board.
Avon Path Update: Paul Muhlberger of Albemarle County Public Works Dept. reports that the proposed final design will be an asphalt path similar to that presented at the 2/5/03 Cale meeting. Where the path appeared to firmly traverse private property, the new design will realign closer to the road or be narrowed in width from 8 to 4 feet.
New Business: Pete Caramanis has resigned (let's hear it for Pete who was an outstanding President, thanks Pete we will miss you, Ida and Brandon.) The board elected Farrell Vangelopoulos to fill Pete’s term.
Next Meeting- Tuesday, May 27 at 7:30 PM at Don & Priscilla Lepsch’s house, 432 Hidden Ridge Rd. All homeowners are invited to attend.
