ANNUAL MEETING of MCS Homeowners

STATE OF THE NEIGHBORHOOD (Joe Cantu):
1.  Thanks to the old and new members.
2.  Special thanks to David Robinson for hosting the neighborhood web site www.millcreeksouth.org.
3.  Special thanks to Don Lepsch, former president, for all of his work over the last several years.

SPECIAL DISCUSSION:
Numerous complaints are coming to the board about dogs running free in yards without supervision, being walked without a leash, being aggressive to other dogs or people, and owners not picking up after dogs.  Section 4-213 of the Albemarle County Code prohibits animals to roam free off property - this is a class 4 misdemeanor punishable w/ a fine of up to $250.00.  Additionally, according to the MCS HOA covenants Article XIII, Section 1(e) states “No household pets shall be permitted off the Lot occupied by such pet’s Owner except on a leash.”  Most neighbors present at the meeting agreed that these problems are getting worse – we have even had residents bitten.
Please be good neighbors – keep your animals in your yard or on a leash and pick up after their litter.  The board is considering taking action, but in the meantime PLEASE call the county police and speak to the animal control officer if you see an aggressive dog on the loose.

TREASURER REPORT (Joe – Farrell was absent):
Thanks very much to Farrell for her work as treasurer.  Annual dues are now overdue!  $78 payable to MCS HOA  The Board has decided to charge a $10 late fee for all homeowner’s dues that are not collected by 4/8/06.  The board has gone to court in the past to collect these fees and is prepared to do so again.  Dues are Mandatory.

ARCHITECTURE REVIEW COMMITTEE (Sally Mank):
Thanks to the members:  Steve Nelson, Sue Cantu, Tony Deivert, Marilyn Berard.   Thanks very much to Sally Mank for her long term service.

GROUNDS AND MAINTENANCE (formerly Don Lepsch, now Craig Lindqvist):
Craig Lindqvist has volunteered to be the new chair, thanks Craig!

ROADS and BOUNDARIES (Karla Berger):
Thanks to Karla for her work.

BISCUIT RUN DEVELOPMENT RELATIONS CHAIR (Margaret Weeks):
1. Special reports from county meeting (Joe Gottlieb) - Biscuit Run has drawn a new plan which has been submitted to the county.  As of now, there is no plan for a connecting road into MCS, and the border size has been increased between the south of MCS and the new development.  This may be due to our neighborhood meeting w/ Steve Blaine, lawyer for the developer (Hunter Craig) – thanks to all who attended.  Please continue to stay alert to the development plans and be alert for a petition that may circulate among our community.  Joe Gottlieb also volunteered to collect the surveys distributed at the meeting.

2. ASAP (Advocates for Sustainable Albemarle Population) Jack Marshall’s group - next meeting, Thursday March 16, 2006 @7:30PM at the Westminster Presbyterian Church Library on Rugby Road.  If interested in becoming involved in helping the county plan for Sustainable Growth, please attend.

SOCIAL COMMITTEE (Jenny Commins):
1.  May 20th – (Morning) neighborhood yard sale.  The MCS HOA provides free advertising – please participate in this instead of having individual sales. 
2.  Holiday Egg Hunt – Saturday April 1st
3.  Jenny has found a volunteer to chair the creation of a neighborhood play area, more discussion at the next meeting

VOLUNTEERS NEEDED for several areas:
(1) Homeowner’s relations chair.  To receive/ address complaints from homeowners and welcome new homeowners to the neighborhood.

NEW BUSINESS
1.  Scott Walk, one of our neighbors, is interested in forming a weekly Bible Study Group.  If interested, call Scott at 977-8827

OLD BUSINESS
1.  If you are selling your home and need a copy of the covenants, see Joe Cantu.  The cost is $25, payable to MCS HOA.
2.  Please remember that the speed limit in the neighborhood is 25mph – many residents walk along our streets – please SLOW DOWN!
