Tuesday October 28, 2003 -- Board Meeting Minutes
Called to order at 7:40 p.m. The minutes from the September 23rd meeting were approved.
Treasurer’s Report: Printed on back of the minutes.
Homeowner’s Comments: A homeowner expressed concern regarding the drainage impact of the excavation on an empty lot adjacent to her property. She was provided with the name of the builder so that she may directly discuss her concerns with him.
Committee Reports:
Architectural Review
Applications to build a deck on the rear of a house, add a dormer to a garage roof and fell a large pine tree because of potential danger to the house.
The committee contacted the builder of the new house at 1607 Stoney Creek because the turned porch columns installed are not consistent with the approved plans and the architectural style of Mill Creek South The Board will now contact the builder and homeowner to re-emphasize the Associations authority to ensure compliance with all ARC guidelines.
A letter was sent to a homeowner regarding the felling of trees without the committee approval. The Board will now follow up.
A letter was sent to a homeowner regarding the painting of trim without committee approval and in a color not inconsistent with Craig Builders original color schemes.
Board members viewed a new mailbox option available through Lowes. A final decision will be made at the next board meeting.
Grounds and Maintenance:
All-Seasons has completed the mowing of common areas for the season. Work will resume in Spring 2004.
VDOT officials have informed us that the outstanding drainage ditch corrective work and roadway paving repairs will have to be postponed for several months due to their tremendous backlog of work attributable to Hurricane Isabel. They did cut back the fallen tree that was blocking Arrowwood Dr.
The Board approved the fall fertilization of common areas by All-Seasons.
In response to last month’s minutes, several homeowners have requested the removal of common area trees downed by Hurricane Isabel that have fallen onto their lots. Each homeowner has been asked to provide a site plan with the tree(s) in question marked thereon. Several inquiries have been made to find a tree removal contractor who can remove all such trees one time. However, due to heavy workload caused by the storm, it may take a few months before these removals can be done.

Old Business:
The Avon Path project was given the “green light” by representatives of the impacted homeowners’ associations. The path will be five feet wide combination curb/gutter and asphalt from Mill Creek South to Mill Creek Drive. Construction is expected to begin in Spring 2004.
Review of the pond revealed a significant amount of debris clogging the riser. Removal of the debris and placement of a more “beaver-proof” cap on the riser will require that the pond level be lowered so a contractor can access the riser. Further work will be done to determine the best course of action.
New Business:
Board inquiring into having All-Seasons maintain the fire road and path around pond.

Felling of living trees with a diameter larger than 3 inches must be approved by the Architectural Review Committee. Applications can be found in front of 1556 Stoney Creek Drive and on the website.
