January 13, 2005—Board Meeting Minutes

The last minutes
(September 7, 2004) were approved. Some
business conducted by email is reported below.
New Business
The annual meeting will be held March 9th
2005 – 7:30PM @ Monticello High School.
(1) -Joe Cantu, homeowner on Homestead Drive, is interested in
being on the board.
-Jenny Commins, homeowner on Shady Grove Ct, is interested in
being on the board.
(2) Complaints of
dogs barking on Star Crest have been received.
Recently this problem has subsided – please all homeowners be mindful of
your neighbors and don’t leave barking pets unattended outside. Talk with your
neighbors or write them a letter if there is a problem. Even though Albemarle Noise Code exempts
barking dogs our covenants do not (Covenants Article VIII Section 1 Para f).
(3) Complaints of
loud music and cans littering the roadside on Sage Wood Drive were received. Again, all homeowners please help keep the
neighborhood quiet and clean. Be a good
neighbor. Loud music is not allowed as per the covenants (Covenants Article VIII Section 1 Para f).
(4) The board is
considering reducing grass cutting (being green) in certain areas of common
ground past 15 feet from the roadside or up to guard rails. These areas include the following: - behind guard rail on the north side of
Stoney Creek as you enter MCS before Arrow Wood
- between the first and second house on the
right as you enter Bent Tree Court
- behind the guard rail on left side of
Shady Grove immediately past Homestead drive as you enter Shady Grove
(5) The board
would like to investigate becoming a 501(c)3 (Federal tax-exempt
organization). This would allow outside
organizations to make tax-deductible donations to MCSHA. This could help with our attempts to have

(6) The board has
found someone to type the Homeowner’s manual so that it can be distributed on
CD.
(7) There is 400
feet of surplus drain tile (4 inch black non-perforated) on the dam by the pond
– this was left over from efforts to pump the pond level down last year. If anyone would like this, please help
yourself.
(8) The board is
interested in having several speed bumps placed in the neighborhood,
specifically on Stoney Creek and Arrow Wood, to keep the neighborhood safe for
pedestrians (especially young children).
We’ll see if we can do this through our representatives. Want to VOLUNTEER for coordinating
this job?.
(9) ACSA marked sewer easements for clearing
near the fire road and Arrow Wood with
green tape in the trees.
Old Business
(1) The easement
for Avon Park Sewer was approved by the board. When we sign the documents MCSHA should net about $15,500.00.
(2) One homeowner
still has outstanding dues from 2004. A
registered letter was sent by the board and received by the homeowner. The board will pursue payment through court
if necessary.
Committee Reports:
1. Architectural Review (Chairperson –
Sally Mank)

ARC has been
very involved in issues relating to the development of Lot 95. Currently there are unresolved issues with
the driveway. Thanks Sally for all your
hard work and also to your committee…Marilyn Berard and Tony Deivert. Sally would like to retire as the ARC
chairperson. We are looking for a
VOLUNTEER to take over this job or a future board member after elections on
March 9, 05.
2. Grounds and Maintenance (Chairperson
– Don Lepsch)

Don is still
acting as grounds and maintenance supervisor, as well as several other jobs
(pond supervisor, web site supervisor, complaints manager, surrounding
land/development liaison, etc.) We
are always looking for VOLUNTEERS to share the labor for these jobs.

Dogi pots –
new stainless steel hinges were placed on the pots.

Catherine
keeps the dogi pots looking good and supplied with bags – thanks for all
your hard work Catherine Reynolds.
All you doggie people give her some thanks when you see her. She does this Rain or Shine: Any dog people
want to Volunteer in case Catherine gets tired?
3. Social (Chairperson – Mark
Lepsch) Pond trail maintenance – coming
in the spring – stay tuned.

was added – “Neighborhood Interests” – visit the web site to meet and share
common interests with your neighbors.
Thanks to Laura Morgan for her work in getting this started and
coordinating all future efforts.
5. Treasury (Chairperson – Farrell
Vangelopoulos)

Notices for
2005 dues will be sent out this month.
Dues are mandatory – please pay your dues in a timely manner by the due
date.
6. Pond (Chairperson – Don)
·
Six grass
eating carp were placed in the pond (Nov 19, 2004) per recommendations from
Environmental consult obtained in 2004.
