Tuesday, January 28, 2003 Board Meeting Minutes

1. The meeting was called to order at 7:20 pm. The minutes from the Dec. 17 meeting were approved.

2. Appeal of Architectural Review. The Board recommended, with the consensus of the ARC and applicant, that further drawings be submitted by a homeowner to clarify certain issues of a proposal.

3. Treasurer's Report:

• Printed on the back of the minutes. Major December expenses included front sign repair; common area mowing; office expenses for printing costs of surveys and minutes; and, partial payment of 2003 insurance.
• 118 our of 212 lots had paid annual dues as of 1/28/03.
• A proposed 2003 budget was presented. The Board discussed some minor revisions which will be included in a resubmitted budget.

4. Homeowner Comments:

• An email was received commenting on the website, the entrance sign color, and,questions about the Association Reserve Fund. The Board noted that the Reserve Funds exist to handle emergent situations. For example, costs to control anticipated erosion damage to common areas that threaten private properties could easily run into the thousands of dollars.
• A letter was received asking the Board to consider sending a letter to Albemarle County appealing the recent hike in property assessments. The Board suggests that, if they choose, homeowners pursue appeals with the county on a individual, case-by case basis.

COMMITTEE REPORTS

1. Architectural Review- An application for a shed was approved. Another application for a new house was sent back to the builder for minor revisions.
Application forms for architectural changes can be picked up in the box in front of 1556 Stoney Creek Dr. Please submit ARC applications at least 30 days before you plan to do the requested work on your property. Turn in completed applications to Don Berard at 452 Hidden Ridge Rd.

2.Grounds and Maintenance-

• Mowing and lawn maintenance has been completed for the2002 season.
• VDOT repaired damage caused by off-road driven vehicles along roadway shoulders. The Board would like to encourage residents to please be careful when driving to avoid running over grassy areas. Due to the recent snows and rains the ground is especially soft and susceptible to damage.

3. Social - Further work on the walking trail is needed. If interested please contact David Cooper. Work will be scheduled for a weekend when the weather improves.

• MCS website now has a mailing list feature. The list was created to allow MCS residents the opportunity to easily communicate and exchange information on matters of community interest. To subscribe, click on the Mailing List link, here or on the home page.
• 23% of the completed Covenant Revision Surveys were submitted via our website!

OLD BUSINESS

• MCS entrance sign color will be determined at the next meeting following a compilation of votes from the committee.
• Nine homeowners, in addition to Board members, attended the special meeting regarding proposed covenant revision.5 out of 22 proposals did not get approval from 2/3 of survey respondents (total of 72 respondents). A majority of the Board voted to drop the covenant revision process if it was determined that each homeowner's signature would need to be notarized in order to amend the covenants. A subsequent communication with the Association's attorney confirmed the need for notarized signatures.
• Additional trash vendors will be contacted to solicit bids for subdivision wide rates which could result in savings to homeowners.

NEW BUSINESS

Election of Board members will be upcoming at the March annual meeting. It is anticipated that there will be several Board vacancies. Please consider serving your community by serving on the Board. Contact any Board member for further information.

NEXT MEETING- Tuesday, February 25 at 7:15 pm at Daniel Greene's house, 1450 Stoney Creek Drive. All homeowners are invited to attend.
